Among them are about 100,000 Nepali-speaking people, who, according to officials, could be included in the world\u2019s largest-ever instance of forced statelessness.<br><\/p>\n\n\n\n<p>Although Indian authorities have said those excluded from the National Register of Citizens\u2014the government defines it as a list of \u201cgenuine\u201d citizens\u2014will not immediately be declared foreigners and that they will have 120 days to file an appeal, it is not clear what will happen if they lose the appeal. Assam is home to 35 million people.<\/p>\n\n\n\n<p>RP Sharma, the chairperson of the Assam Gorkha Conference, said that the list&nbsp;<a href=\"https:\/\/insidene.com\/2019\/06\/30\/gorkha-group-decries-exclusion-of-gorkha-martyrs-kin-from-nrc\/\">discriminates against Nepali speakers<\/a>&nbsp;and other indigenous Indians.<\/p>\n\n\n\n<p>\u201cThe list is discriminatory and faulty,\u201d Sharma told the Post over the phone. \u201cWe appeal to the government to immediately correct it.\u201d<\/p>\n\n\n\n<p>Nepali speaking people in Assam are largely&nbsp;<a href=\"https:\/\/www.thebetterindia.com\/162351\/gorkha-assam-nrc-news\/\">known as Gorkhas<\/a>, as most are descendants of soldiers recruited by the Assam Rifles in 1835.&nbsp;<a href=\"https:\/\/www.thehindu.com\/news\/national\/other-states\/nrc-fallout-gorkhas-of-assam-feel-left-out\/article24574952.ece\">According to estimates, there are some 2.5 million Gorkhas in Assam.<\/a><\/p>\n\n\n\n<p>The Gorkha organisation said even the families of the first woman martyr of the Assam Movement have been excluded, which has baffled the community. In the 1980s, Assam saw<a href=\"https:\/\/scroll.in\/article\/933643\/who-really-fanned-the-flames-of-the-anti-foreigner-movement-in-assam-in-the-1980s\">&nbsp;\u201can anti-foreigner\u201d movement<\/a>, which has come to be known as the<a href=\"https:\/\/en.wikipedia.org\/wiki\/Assam_Movement\">&nbsp;Assam Agitation<\/a>.<\/p>\n\n\n\n<p>Championed by the All Assam Students Union and the All Assam Gana Sangram Parishad, the movement spearheaded protests and demonstrations targeted at illegal immigrants, seeking to expel them. Baijayanti Devi, a Nepali-speaking Assamese, was killed during the riots. The Assamese revere Devi as a martyr. Devi\u2019s sister, Manju and her family have been&nbsp;<a href=\"https:\/\/www.theguardian.com\/global-development\/2019\/aug\/31\/india-almost-2m-people-left-off-assam-register-of-citizens\">excluded<\/a>&nbsp;from the national register.<\/p>\n\n\n\n<p>According to Assam-based journalist Rohit Gautam, it\u2019s mostly the elderly population over 70 years of age who have been left off the list. The number of women excluded is also high.<\/p>\n\n\n\n<p>To be included in the register, the government requires documentation from residents proving they were legal citizens before 1971.<\/p>\n\n\n\n<p>\u201cMost people have been excluded because they couldn\u2019t prove their citizenship by descent,\u201d said Gautam. \u201cBut some have faced exclusion owing to the negligence and prejudice of officials.\u201d<\/p>\n\n\n\n<p>Most Nepali speakers, however, have valid voter identity cards that they have been using every four or five years, and yet, they find themselves excluded for lack of citizenship by descent documentation.<\/p>\n\n\n\n<p>\u201cThe Assam government is setting up&nbsp;<a href=\"https:\/\/economictimes.indiatimes.com\/news\/politics-and-nation\/nrc-400-foreigners-tribunals-to-deal-with-cases-of-excluded-people\/articleshow\/70919445.cms\">Foreigners\u2019 Tribunals<\/a>&nbsp;to deal with those excluded. They can petition the tribunal for inclusion,\u201d said Gautam. \u201cIt is believed that most of those who claim their inclusion with the tribunal will be included in the final register.\u201d<\/p>\n\n\n\n<p>The<a href=\"https:\/\/www.telegraphindia.com\/india\/everything-you-want-to-know-about-the-nrc\/cid\/1352646\">&nbsp;National Register of Citizens<\/a>&nbsp;is a list designed by the government to identify \u201cgenuine\u201d Indian citizens. It was first published after the 1951 census and since then had not been updated. The register aims to expel illegal immigrants, primarily from Bangladesh, who entered the state of Assam after the<a href=\"https:\/\/www.indiatoday.in\/education-today\/gk-current-affairs\/story\/indo-pakistani-war-of-1971-all-you-should-know-355450-2016-12-03\">India-Pakistan war of 1971<\/a>.<\/p>\n\n\n\n<p>This, however, is not the first time that Nepali speakers in Assam have found themselves labelled \u201cforeigners\u201d. Assam\u2019s government has time and again deemed Nepali speakers \u201csuspicious\u201d and \u201c<a href=\"https:\/\/www.firstpost.com\/india\/assam-nrc-from-d-voters-to-foreigners-tribunals-all-you-need-to-know-about-key-aspects-of-national-register-of-citizens-check-here-www-nrcassam-nic-in-or-www-assam-mygov-in-7240581.html\">D-voters (dubious or doubtful voters)<\/a>\u201d.<\/p>\n\n\n\n<p>The discriminatory behaviour dates back at least two centuries, according to Shivanath Sharma, former dean and professor of Guwahati University.<\/p>\n\n\n\n<p>\u201cWe have been in India for over 200 years,\u201d said Sharma. \u201cBut the Indian state still views us with suspicion and doesn\u2019t consider us Indians.\u201d<\/p>\n\n\n\n<p>Nepali speakers in other Indian states such as Manipur, Nagaland, Arunachal and Darjeeling, also feel distrusted and insecure, according to Sharma. \u201cThe constitution considers us equal to any other Indian citizens,\u201d Sharma said. \u201cBut we have been deprived of that right.\u201d<\/p>\n\n\n\n<p>In view of the Lok Sabha elections in April-May,&nbsp;<a href=\"https:\/\/timesofindia.indiatimes.com\/india\/mha-clarifies-on-gorkhas-living-in-assam\/articleshow\/66151262.cms\">the central Home Ministry had issued a<\/a>&nbsp;directive to the Assam state government stating that Nepali-speaking people were not foreigners but Indians, and to not view them with suspicion. That had given the Gorkhas a ray of hope. But when the final list was out, according to Prem Tamang, chairperson of the All Assam Gorkha Students\u2019 Union, the \u201cdiscriminatory stance\u201d of registry officials was obvious.<\/p>\n\n\n\n<p>\u201cWe are planning demonstrations and demanding inclusion,\u201d said Tamang.<\/p>\n\n\n\n<p>When officials had called applications for the national register, most of the Nepali speakers in Assam had submitted their \u201cgrazing permits\u201d and land ownership certificates. But the register did not consider those certificates adequate proof of citizenship.<\/p>\n\n\n\n<p>Now with&nbsp;<a href=\"https:\/\/www.nytimes.com\/2019\/08\/31\/world\/asia\/india-muslim-citizen-list.html\">statelessness staring at around two million<\/a>&nbsp;people, rights campaigners have warned of a humanitarian crisis. There are chances that many will end up in detention centres that the government has been building.<\/p>\n\n\n\n<p>\u201cIt\u2019s unfortunate that so many Nepali speakers are excluded from the list,\u201d said Kishore Upadhyay, Assam state secretary for the ruling Bharatiya Janata Party.<\/p>\n\n\n\n<p>According to him, out of the nearly 100,000, about 30,000 are at risk of never being on the list.<\/p>\n\n\n\n<p>\u201cThose 30,000 do not have the necessary documents,\u201d Upadhyay said. \u201cThese people also have their Nepali certificates. Those who have been living here since before 1971 won\u2019t face any problem. Those who have migrated after 1971 will face difficulties.\u201d<\/p>\n\n\n\n<p>But many Nepali speaking people in Assam say authorities have grossly misunderstood or refused to understand the actual scenario, largely due to centuries-old prejudices.<\/p>\n\n\n\n<p>Munish Tamang, national chair of the Indian Gorkha Association, an organisation working for the rights of Gorkhas, said that the exclusion of Gorkhas from the recently published register is a manifestation of that age-old discriminatory stance.<\/p>\n\n\n\n<p>\u201cWe speak Nepali but that doesn\u2019t mean we come from
